Reading Milestones
We used this with Short Stuff one year. It is written for deaf children, but would work with any young struggling reader. The downside is that it is very expensive and consumable, so you can't get any money back out of it when you are done. But if nothing else is working, this may. And reading is the backbone of every other subject! I have three levels listed, but I believe there are five.
